Do Disney Increase Their Prices Before An Offer Comes Out?

Some people have said for a few years now that it appears Disney increase their Walt Disney World holiday prices just before a new offer goes live. Disney has confirmed to me - many times now - that it's not true. What I've been told might happen is that certain room types will sell out thus increasing the "from" price. Now that the 2024 Early Booker package which includes up to $2,100 Dining & Merchandise credit & more is live, I did a little experiment to see if the prices went up to confirm myself.
2024 Walt Disney World holidays went on sale in February 2023. Over the last couple of months, I have been gathering data on the prices of certain rooms on certain dates to compare them to today's launch prices of the 2024 Early Booker package.

As you can see, the prices in my research remained identical for the same room types and dates. Where some price differences might come about is Disney do a "combine & save" offer that seems to be active whenever another offer is not available. This is generally a small amount - usually £50-£200 or so - and could contribute to the price difference people might see in the final price. Offers like the 2024 Early Booker package are not combined with any the offer, and the prices for these deals are usually at "rack rate" and that "combine & save" offer is discontinued.
