On the Q3 2020 Walt Disney Company earnings call, CEO Bob Chapek announced that Disney is done waiting for theatres to reopen around the world and announced that Mulan will be added to Disney+ for a $29.99 fee.
It wasn't clear at the time what exactly that purchase entailed, but thanks to Movieweb, we now have an answer.
You need to be a Disney+ paid subscriber to pay for Mulan (2020), and when you pay the $29.99 (which will be around £25-£30 in the UK), you will get continuous access to the film for as long as you remain subscribed to the service.
So think of it as a sort of permanent rental. It's not quite the same owning the digital version of the movie, as you will need to have an active Disney+ subscription to watch it after paying the $29.99 fee. Obviously, at some point, Mulan will be added to Disney+ to stream just like every other movie on there, but that could be up to a 10 months after release. (Frozen 2 was released in movie theatres in November 2019, and then came to Disney+ on July 2020.)
