If you purchased Memory Maker directly from Disney's app or website, it should appear right away. However, if you ordered it through your travel agent or got it included in your tickets, it won't appear right away, and it will continue to ask you to purchase it. That is, unfortunately, perfectly normal. Your memory maker will activate when you first scan your magic band entering a park for the first time. When you do this, it will show up in the app and be ready for your Disney photos.
