Where is the best place to meet characters in Disney World?

There are lots of restaraunts with character dining. There's also meets and greets that can be found in various locations around parks. Just a warning, some of the queues can be very long so if you want to skip the wait it's worth trying to Fastpass+ it. To see where the characters are, download the My Disney Experience App and click on characters. It'll bring up a map of where the characters available to meet are located.
