Both tours include priority access to attractions, but the two tiers work differently and the distinction matters more on a busy day.
Silver Access is included with the Classic tour. For attractions that have Disney Premier Access (the paid express queue system), Silver gets you in via that queue. For attractions that don't have Premier Access, Silver Access gets you in via the exit instead - so it's not always a shorter queue, it sometimes bypasses the queue entirely depending on the attraction.
Gold Access is included with the Classic Plus tour and takes you in via the exit for all attractions, regardless of whether they have Premier Access or not. In practice that means near-instant access across the board.
The difference extends to character encounters too. Both tiers include meets with Mickey Mouse at his permanent location, Star Port, Toon Plaza, and Princess Pavilion. Classic Plus adds Hero Training Center on top of that.
