For the time being, Disney has introduced a park reservation system where you can book one park per day for each day your Disney tickets are valid. That means you cannot park hop and go to Epcot in the morning followed by an evening at the Magic Kingdom. At least for now. This is so Disney can tightly control guest numbers at their parks while the allowed capacity is lower.
Fastpass+ has also been discontinued while the park reservation system is in place due to social distancing. Although the parks are not yet open, it's very likely they're redesigning the attraction queues to take advantage of both the standard and Fastpass+ lines, to create one longer line allowing parties to keep a distance from each other.
Disney are accepting park reservations and not planning to reintroduce Fastpass+ all the way up to September 26th, 2021. Disney is likely planning for worse case scenario here, as nobody knows how well this virus will be contained, or when an effective vaccine is introduced. It could be the case things go back to "normal" well before that, but as we've seen from the cancellation of the dining plans, and then Disney allowing people to rebook dining plans for 2021, and then cancelling those, Disney is doing their best to get their feet as far forward as possible and planning for the worst.
You can book your 2021 Walt Disney World holiday all the way up to September 26th, 2021, and you can buy Disney World Tickets right now and once they're hooked up to your My Disney Experience app, you can start making your park reservations for 2020 and 2021.
